Based on all of the information flying out of Russian and Ukrainian media, this deal appears to favor the rebels in the Donetsk and Lugansk regions providing them with a mandatory vote by the Ukraine government to allow for some type of amnesty and autonomy. Should the Rada in Kiev fail to do this within 30 days is unclear at this moment but the cessation of fighting will be a welcome relief to the European Union and civilians trapped in the battle zone. MINSK, February 12. /TASS/. The participants of the so-called Normandy format talks on settlemet of the conflict in Ukraine have agreed on ceaseifre from midnight, February 15, Russian President Vladimir Putin told journalists after an almost 16-hour meeting.
“Despite all difficulties in the negotiating process, we managed to agree on the main issue,” Putin said.
On the first day after heavy armaments are pulled out, the Ukraine conflicting parties need to start a dialog on the modalities of holding local elections in accordance with Ukrainian legislation, he added.
Russian President has called on the conflicting parties in Ukraine to stop bloodshed as soon as possible.
“I want to urge both conflicting parties to end bloodshed as soon as possible and switch to a real political process of a long-term settlement,” the Russian leader told journalists.
The leaders of Russia, Germany, France and Ukraine held consultations on the Ukraine peace settlement throughout the night.
In the past few hours, the Organization for Security and Cooperation in Europe’s (OSCE) special envoy to Ukraine, Heidi Tagliavini, joined the Normandy format talks, coming from a meeting of the Contact Group on the resolution of the ongoing military conflict in the southeast of Ukraine.

One key aspect not receiving any publicity is a supposed condition that all troops trapped within the Debaltsevo salient must surrender and leave their weapons behind. If this is true, then the Ukrainian government has truly been humiliated and eventually will have to answer for the waste of manpower and material in this war urged on by the West to begin with. In the mean time, it would appear some degree of peace has been achieved giving the new DPR and LPR a much larger territory in the Donbas region of the Ukraine than just 6 months ago.
